Why is the RRB photo only 138 × 177 pixels?

That is what 35 × 45 mm at 100 DPI works out to. The notice describes the photo that way, so the tool follows it. If your CEN notice gives a pixel size instead, choose Pixels and enter it.

A 138 × 177 photo is under 20 KB. How does it reach the minimum?

At top quality a picture that small is around 10 KB. The tool tops the file up with blank metadata to clear 20 KB. The picture itself is not changed.

Does RRB also take a live photo?

RRB verifies candidates with photos and biometrics at the exam centre. Use a photo that looks like you today, because it is compared with you in person.
